Duggan named to head AF&PA

Juanita D. Duggan has been named as the new president and CEO of American Forest & Paper Association based in Washington, DC. She will assume her duties October 25, replacing W. Henson Moore, who is retiring.

Mrs. Duggan is currently president and CEO of the Wine and Spirits Wholesalers of American, where she has served since 1998.

WSWA represents more than 500 wine and spirits distribution firms in 48 states, Washington, D.C. and Puerto Rico. The association is headquartered in Washington, D.C.

Prior to her appointment, Mrs. Duggan served as Vice President, Federal Relations for Philip Morris Companies Inc. during the period of the national tobacco settlement.

Before joining Philip Morris, Mrs. Duggan was Executive Vice President for Government Relations and Communications for the National Food Processors Association. Her work for NFPA resulted in the passage of landmark food safety and nutrition labeling legislation.

Mrs. Duggan served two U.S. presidents as a member of the White House staff. She was Special Assistant to the President for Cabinet Affairs under President George H.W. Bush. She served President Reagan as Special Assistant to the President and Executive Secretary of the Domestic Policy Council, and earlier as Special Assistant to the President for Public Liaison.

In addition to her work in the Executive Branch, Ms. Duggan was a professional staff member for two U.S. Senate Committees - the Labor and Human Resources Committee and the Judiciary Committee. As Director of Research for the National Forum Foundation, she published a seminal study on the inequities of the child support enforcement system, Unequal Protection under the Law and a critique of federal tax policy, The Fairness Debate.

An Alabama native, Mrs. Duggan graduated from the Georgetown University School of Foreign Service with a Bachelor of Science in Foreign Service in 1982. She resides in Washington, DC with her husband and two children.

She serves on the Boards of Directors of The Bryce Harlow Foundation, The Fund for American Studies, The City Club of Washington, The Ripon Society Acknowledging her appointment, Mrs. Duggan said, "The forest products industry is a vital contributor to the American way, making the wood and paper products that people across the world rely on, managing millions of acres of America's forestland, and employing more than a million hard-working Americans. I am extremely excited to build upon the numerous policy victories Henson Moore has led and am honored AF&PA's member companies have asked me to follow in his footsteps."

Retiring president and CEO Moore, a native of Louisiana, is returning to Baton Rouge, where he expects to remain active by writing and other activities. He said, "Juanita is a perfect choice to take the reins and continue AF&PA's well-deserved reputation as one of Washington's most effective and well-known trade associations. She brings all the necessary qualities to step right in and lead our industry, continuing the work we have begun, and identifying and addressing the new challenges the industry must face and resolve."
